Source of Scholarships: Kurdistan Regional Government (KRG)
KRG offers the Human Capacity Development Program in Higher Education (HCDP), a program that aims to develop human capacities in Kurdistan Region in the field of higher education.
Annual Budget for Program
One hundred and twenty billion dinars (US$100 million) is allocated to the program.[/vc_column_text][vc_btn title=”Study Abroad Scholarships” color=”blue” size=”sm”][vc_column_text]Every year hundreds of applicants will be granted scholarships to study for doctoral and master’s degrees in top universities worldwide.

Documentation Needed
- An unconditional offer letter from an HCDP recognized institution in the designated list of countries.
- Language knowledge test official report: for the English test – TOEFL or PASSWORD or IELTS. “For other languages, comparable considerations will be given to specific nature of country and language.”
- Passing a scientific test/interview.
- Average rating at a previous degree.
Focus of Academics
This program helps equip the students with the most advanced scientific and technological knowledge, creating a scientifically skilled generation that contributes to building a greater economy and a bright future for Kurdistan Region.
Duration of Study
How long a study abroad scholarship lasts depends on the field of specialty, the institution, and the country. In general, here is the rule:
Master’s studies: 1-2 year(s).
Doctorate programs 3-5 years

In July 2017, the HCDP announced an allocation of $6,465,549 in its seventh phase of the financial entitlements for 179 students from that area. The budget will cover tuition, fees, personal expenses for the students and their spouses, health insurance and transportation.
According to RUDAW, a KDP-affiliated media group in Iraqi Kurdistan, “the Ministry of Higher Education had been unable to make payments to students overseas because of the Region’s financial crises. This caused the students a lot of difficulties — including not receiving their diplomas after graduations because of debts owed to the schools.
